Hoje ao aplicar o patch Patch 34795383 Release 5 Update 12 (13.5.0.12), encontrei o erro abaixo ao realizar o analyze:

Verifiquei a versão do utilitário omspatcher, era a versão mais atual:

Olhei os logs gerados pelo analyze, não encontrei nenhum erro, simplesmente ele encerrava sem erros:

Como o erro era estranho e o log não tinha nenhum indicativo do problema, resolvi abrir chamado e verificar com a Oracle, foi indicado por eles que fosse aplicado o Release Update 19.12.0.0.0 Patch 3290485, após aplicação do RU 19.12, o analyze executou sem erros, a aplicação do patch Patch 34795383 Release 5 Update 12 (13.5.0.12) foi executada com sucesso:
